Since 1999 The Workforce Training Fund has been collecting between 18 and 21 million dollars a year via a surcharge tax paid by all Mass companies. The tax which amounts to 8.40 cents per year on every employee is collected through the quarterly Unemployment Tax paid by all Mass Business
