Pending Legislation That Could Effect Your Business ( 8:00 am - 9:30 am )
This installment of the Business Effectiveness Forum will consist of a review of some pending legislation, which, if made law, will adversely impact the businesses in Massachusetts, particularly small to medium size businesses.  The bills that we will focus on are:

1. Paid Sick Leave:

  • Government interference with business operation 
  • High cost to employers
  • Disincentive to hiring
  • Likely Reductions in other benefits to offset – vacation for example.

2. Increase Minimum Wage:

  •  Highest rate in the country
  •  Increase cost of goods and services
  •  Deterrent to Economic Growth and job opportunities for young and unskilled workers
    • What business is going to move to Massachusetts?
    • We will lose businesses to other states.

3. Payroll Tax to Fund Health Care for Unemployed Workers (Medical Security Trust Fund):

  • Similar themes to above - Increased costs to employers, program unique to Massachusetts, program growth, and deterrent to Economic Growth and hiring

4.  Healthy Workplace (Anti-Bullying) and

5. Fair Employment Opportunity (anti-discrimination against unemployed) (Newly added topic ):

  •  Broad – vague standards;
  •  Excessive litigation will ensue;
  • Increased cost to taxpayers;
  • Negative impact on Managers; and
  • Decreased Production.

    William B. Vernon has served as the State Director of the 9,000 member-Massachusetts Chapter of the National Federation of Independent Business – a small business advocacy group – since May, 1999.  Mr. Vernon previously served in several senior management positions at the Massachusetts State Lottery.

    An attorney, Mr. Vernon was elected to represent the First Bristol District in the Massachusetts House of Representatives in 1982.  After serving in the legislature for nine years, he became the Director for Intergovernmental Affairs at the Massachusetts Bay Transportation Authority.  He subsequently became Executive Director of the Massachusetts Republican Party from 1994 to 1997.  In 1989, Vernon became a director of Mansfield Bank and was elected Chairman of the Board at the bank in 2004.    

     Mr. Vernon is a 1973 graduate of Wesleyan University in Middletown, Connecticut, and received his J.D. degree from Boston University School of Law in 1976.  He currently lives in Norton, Massachusetts and has two children.
